Incorrect Role Assignment

I added a new role to and assigned it to a user, but it is not being applied


Although the new role was created, there is likely a pre-existing role that has a higher priority than it.  Thus, one or more pre-existing roles will match before it. The resolution is to increase the priority of the newly defined role so that it matches before other roles.
